An iqama is a resident and work permit sorta like a green card in the U.S.
You apply and receive it after your arrival.

Your iqama, or rukhsa iqama to give it its full name, is your residence permit (which is pretty much the literal meaning in Arabic), rukhsa meaning permit and iqama meaning stay or reside. It is not a work permit, however - for instance both my wife and daughter have their own iqama but they are not officially enled to work in the kingdom.
