Housing assignments are based on various factors but I have never seen the slightest indication that nationality is one of them (except indirectly, insofar as it affects eligibility). The majority of people in Dhahran are not Americans or Canadians and not all others go to Abq, RT etc.
As for there being plenty of available houses in Dhahran, I suppose it depends partly on what you mean by "plenty." There are always houses available as there are always some undergoing renovation and there are always people leaving, but the camp is as full as I've ever seen it and from what I can tell, there are fewer houses available than at any time in recent years.

If you are a new hire working in DH, below Grade Code 15 and not a US or Canadian citizen, you will be placed in Abqaiq. Apparently DH is only full for non-US payroll. The other nationalities are only there because they joined a couple of years ago when this policy was not strictly enforced.
