When we eat at a restaurant, the bill usually contains a "service fee" of 12-15%. I had one waiter tell me that the fee goes to the restaurant, not to the server.
If the money goes to the restaurant, then I certainly want to add a tip for the server. If it goes to the server, I don't want to end up tiping him 35%.
Does anyone know?

Alway tough to know how much to tip - in the past years, the 15% is common; and I doubt it goes to any workers. Always have to give them something though (most are very good at their job) - luckily, it looks like the service charge may be going away - Arab News "Eateries banned from levying service charges", arabnews.com/saudiarabia/article569347.ece.

Yes Service charges in KSA are being totally abolished and they have a certain date to abide by this new law.
On a personal note I hate paying any service charge when one finds that the food and services are not good - we have had some good food in KSA and then again some apalling food as well - we only tip when we feel it is good enough certainly when the service is up to scratch but in KSA it is a big hit or miss.
For example we ate at our favourite restaurant in Bahrain this past weekend the food is incredible and the service professional and warm and very friendly so although we were charged a service charge we are very happy to add a separate tip to the waiter.

My experience is that most of the waiters are reluctant to take tips. If you insist, they will take it and most likely give it to the manager on duty. They are just so agraid of their managers
