Hi,
What are the actual rules regarding vehicle inspections?
Should there be some kind of annual check - or only when the vehicle is changing owners?

The istimarah requires renewal every 3 years and to renew your istimarah, you will need to send you car for inspection.
The car inspection is actually an annual affair BUT unless you are selling the car, there is no need to do it annually. Most people do it when the istimarah is due for renewal.

... to add to that, inspections start when a new car becomes three year old, there is only one site to get this done, its on Abu Hadriya highway (off Riyadh highway) and best time is early Thursday mornings (get there by 7am), all other times, the place is pretty packed.

I had heard it was annually but judging by the condition of some of the cars on the road I wasn't too convinced!!
3 years for me, I think
