VPN allows you to watch stateside show (i.e. NBC etc) via the internet as it "tells" the site that you are coming from the US (the site will see your IP as a US IP address)

No, a VPN will not normally speed up your connection.
Think of a VPN as a private tunnel between you and your target site. Instead of you sharing a freeway with everyone else, you're in a secure tunnel. Normally the speed limit is still the same, and when dealing with long distances (Such as the US) your ping will be significantly increased simply due to the distance of travel. (ping is the length of time for your computer to send a signal to another and then receive a response).
The internet here seems to be decent at speed for local sights, but distance to sights further away will slow speed down. In addition bandwidth here seems to be an issue. If too many users are using the same freeway you get traffic. At home with broadband you could download lots of stuff from multiple computers with minimal changes in speed. Here I may get decent download times with 1 machine, but if my wife tries to use hers both our speeds go WAY down.
(Best ogies I could make) But even with a VPN you still share space with those in your home you still get slowed down.
