Engineer having 13yrs experience in Power system as Protection Engineer selected as Power Relay Technician -I and CG10 is ok and is there any way one can be promoted later for an engineering position if we have applied for SCE professional registration and cleared PE exam? And Aramco allow it's technician to appear for the same

GC10 is bachelor status and no access to the main camps. There is a world of difference between GC10 and GC11 in accomodation and benefits.
I'm not sure of the career ladder for your position - likely GC11 would be Senior Relay Technician II. That's the position that will allow you family status and residence in the main camps. The promotion to engineer status would be very difficult if not downright impossible within Aramco.
However if the position is remote location then you can expect a sizeable uplift in overtime monthly.
Entirely your choice - ask yourself is it worth throwing away 13 years as a protection engineer with long term prospects to enhance your career to take on a technician job that may mean more $$ to you in the short term but ultimately has limited promotion prospects.

BlueStaff thanks for your valuable reply..I will be placed at Udhailiah Camp..(I don't know the possibility of promotion)..and I heard most of the engineers protection testing and commissioning experience in T&D from Asian countries works as Relay Technician....is this normal....i am offered nearly double the pay what I earn in Home country....I really worried about grade change and heard Aramco expect minimum master degree and or Professional Engineer Certification for one to be selected as Engineer....I am still confused to select or go further and my visa is ready and I need to resign from current employer of transmission utility...

Promotions happen, dependant upon a mulude of factors.

But it appears most of the people are not experiencing it. I understand individual's experience might differ.

Upto GC10 is for positions below Engineer. GC11 it is Engineer IV and go on. So you could have first see the position whether it was for Engineer or Relay Technician. Looking at your experience u cud hav gone for atleast GC11

Looking at your experience u cud hav gone for atleast GC11 Strange that myself and at least 5 others in my unit are GC12 and not engineer....... From the Technician side, you can go GC11,12 as Senior Tech but it can vary a little between actual job paths.
