$196K (base + prem) seems about right for GC13, maybe a little on high end for GC13 band.

I would say it takes more factors in calculations (did you mean by Prem the over base+ supplement?) your years of experience+ citizenship + degrees+ job le are factored in the package "you miss much info in your question"

Keep in mind the color of your passport and what payroll you’re hired into (US, British, global) plays a key role into your compensation.

I just got an offer for GC 13 , I have 16 years of experience in engineering in US and the base salary is lower than my current base salary, wonder what would be the ideal base salary range for my case?

If you are not happy with the offer - simply reject it.
Base salary generally is on a par to what you are on currently, then there is roughly 40% on top plus 2 months base salary bonus and repat.
Tax in Kingdom on salary is 0%.

I have been offered less than my current. I spoke with my recruiter and registered my concern. She said she will talk to her counterparts in US. My sort of thinking is that at the end I will be rejecting the offer - coz below my expectation.
