Has anyone's offer that's been signed and almost all contingencies are clear is put on hold by Aramco for approval from VP?

I heard this as well, likely they are just clearing it all with overarching strategy.

One of 2 things possibly. Either someone im the sponsoring department' management has changed and they are reconsidering or it is Saudi-ization.
Saudi-ization is ongoing in Kingdom constantly. Basically there is a huge push from Government level in Kingdom to prio Saudi citizens for jobs wherever possible.
Saudi Aramco will always continue to recruit from abroad for positions where they require a certain expertise or skillset, but the restrictions are becoming tighter as the years march on.

I heard this as well, likely they are just clearing it all with overarching strategy. Clearing all means? They are going to withdraw an offer or blanket approval to hire for all who are affected ? |

This probably means the VP hasn’t actually approved the offer… and the HR clowns are still figuring out a way to square the circle. Did you counter offer them?
Ultimately The VP or SrVP will need to approve your signed offer in order for it to go through.

I meant what McShane said by clearing, it's with the VP to formalize. I wouldn't worry, just takes time.

Yes, I am in the exact same boat and the recruiters told me it’s a formality with the VP.
