Any suggestion in regards to the housing. I received a written offer and now waiting for the RA to be assigned.

I understand that we have the following communities available in Dhahran camp.

Dhahran’s main community, Dhahran Hills and Jebel Heights. I will be travelling on a family status (three kids) and not sure if I will get a preference in-terms of a 3 or 4 BR house. Is it possible to negotiate with RA's to have the 4 BR house assigned?

Any suggestions, which community is better, with newer and larger possibly 4 bedroom houses?

I tried negotiating housing but response to me was that they cannot make exceptions because then everyone would ask for it. It is strictly based on number of dependents. In your case, with 3 kids, I would assume you should be able to get a 4 BR house.
