I have been waiting for an offer from HR. Somebody from HR sent me a message asking for a completed dataflow verification report.
is this usual before an offer is made?!
I thought verification of certificates etc... is done after an offer is accepted. This is quite confusing and they did not reply to Emails.
any input is appreciated

This might mean that they already have the offer waiting to approved by higher authorities. you can just email them that you are working on it.
