I was interviewed in Aug 2019 followed with round of other quick interviews showing the urgency to hire for the role, as a finance professional. Eventually, during Oct 2019 was told that I will be given an offer and was asked to submit all my documents, a whole suite of it...and well was asked again to do a second time as I guess the first time around it got lost. Got another couple of calls with regards to my degrees, bachelors and masters. After this I kept diligently, not annoyingly, kept following up to the whole snails pace process. Exhausted and lost all hope of anything to come my way, I wrote one last ditch effort email and got a reply the same day - sorry the position is no longer required and no offer is given!!!
Thought Aramco was a far more better company than that...has this happen to anyone. Reading multiple threads on this forum, the impression I got was it took time for sure but never came across something like this were an email was received that an offer is coming my way but eventually it did not. Not that I did not meet any particular requirements, as my experience and qualifications are in line with the role or even more than required. Grrrhhhh!

Aramco is a huge corporation with multiple divisions, groups and subsidiaries all over the world. Everyone's experience with the recruiting, offer and relocation will be unique based on their country of origin and what department they are hiring into. Due to the dynamics of so many enies working together, and communication challenges, the process is time consuming and can be frustrating to the candidate. Because the process takes so long, the needs of a department that is looking to fill a position or positions may change from the time a position is posted to the time it is filled.
I've spoken to different Aramcons and a quick hiring process from interview to relocation is six months, it's not unusual for it to take 12-18 months. Quite a few folks have gone through the process more than once before they were hired.
Don't take it personally, if it didn't work out it wasn't meant to be. As far as delays and frustrations, the hiring process is training for when you arrive in kingdom.
