What did your Relocation Advisor say when you raised this question to them? If you were given guidance (hopefully in writing) that they would attest it if no more than 50% of your classes were online, then I would appeal there decision based on those grounds. But I don't know if there is any appeals process or not, as mentioned earlier, I am going through the attestation process now as well and haven't heard back yet.
