Hi, Which TV streaming services are available in KSA? With or without VPN? YouTube TV?

OSN and Wavo by OSN, along with NefFlix and StarPlay.
Your NetFlix account will work here, with the Saudi catalog, and VPN's don't work with NetFlix.
From personal experience, and perhaps this is biased, OSN was too expensive, and the customer service, especially for cancelling, was extremely poor. Wavo is their $10 US/month service, which is a NetFlix hybrid with selected live channels, including access to the WWE Network. 2 week free trial, which I also cancelled, as I only used it twice.
With VPN, I believe YouTube TV and YouTube Red (is that what's it called?) does work.
You also need to ensure you have a decent WiFi connection.

Thanks for the info. I'm not sure if YouTube TV will work via VPN, the application using geo-location but I could be wrong. Can anyone confirm that YouTube TV works in KSA?

Netflix wirks just fine. My wife and kid use it regularly. Kodi boxes or similar are another option. A VPN is a must have as some sites and IP are actively blocked by the Saudi's.
However, be aware that the Aramco internet is not always suitable for streaming (in can slow to a crawl sometimes, and drop out often). Additionally it is ludicrously expensive at $45 per month for ADSL, max 5Mb speed, although sometimes as low as 500k.
STC, mobile and Zain all offer 4g based solutions at up to 30Mb speeds.
Get here and speak to he neighbours to find the best option in your location.

Netflix works great, but you can't use a VPN as far as I know. Regardless, the local catalog has been steadily growing and now offers a variety of decent selections.
Amazon Prime Video is also technically supported but it is extremely limited at the moment.

VPN's don't work on NetFlix anywhere, here in Saudi, or elsewhere: it causes an error.

I believe STC also offers TV services, and I'm assuming you'd need DSL or Fibe for that service.
