Saudization will certainly continue in every area of the company. It is a major part of the country’s reform plans. Only last week they issued a list of 19 job types that will be Saudized in areas like HR. However, nowhere is a job for life these days, and in even a few years you can save a lot of cash here. Any healthy economy also needs expats.

It is impossible to say which departments - it is more around job categories rather than by departments eg they just changed some rules on foreign engineers to allow more Saudi employment. The categories of engineer could be working in any department, not just one. Everything here is a bit of a gamble.
What I would say is, having gone to the vast expense of hiring you they’d be reluctant to waste that money by replacing you for at least a couple of years, if it were ever to happen.
