I got offer from one of the consulting company in Saudi Arabia for Saudi Aramco at Dhahran in grade 11 (single status). The contract period is one year and renewable. They offered me monthly 8,000 SAR basic and 50 % allowance of basic salary. But presently I am receiving more than offer and leaving with my family (Spouse & Kid). So, I declined.
After negotiation again they offered me new offer in grade 12 (single status) with monthly 11,000 SAR and 50 % allowance of basic salary. Equivalent to present salary package, but they not offer me family status.
First - I think this is not direct offer from Saudi Aramco. Am I right or wrong?
Second – I heard that government started taxes on Salary and dependents for expats. It’s right? How much?

I can't help with your first question.
Second: no income tax yet announced. 5% VAT is scheduled to come in in 2018, across all GCC countries. Dependants fees have been announced and are scheduled to be 100SAR/month/dependant starting July 2017 (this summer), rising to 200SAR/month in 2018, 300SAR/month in 2019 and 400 SAR/month in 2020.

If you are going through a consulting firm to be hired, you will not be an Aramco employee, you will be a contractor and subject to that company's policies re: family status. If you are a direct hire with Aramco, GC11+ is eligible for family status.
