Please ignore the NO CAP part, it is confusing you, you don't seem to get it so just ignore it. Bottom line is that you will get 3 times your base, end of story. If one person's base is 10000, he/she will get 3 X base, if another's base is 60000, he/she will get 3 X base, that's what they mean by NO CAP, meaning it will always be 3 X base, no maximum ceiling. They could have put a ceiling at 150000 for example, in which case the 60000-base guy will only get 150000 instead of 180000. That's what NO CAP means.
75K will get you an "OK" 2 bedroom off camp. Don't set your expectations too high, otherwise you will be disappointed.
Why don't you negotiate your salary instead, under the justification that the given RRA is too low and won't provide you with decent living.
