I have bought them recently at the Tamimi just outside of camp in Doha district. I have not bought them in a while in Khobar but I would start with Capital Electric. There are a dozen or so shops on that same street. There is a small shop next to the one on the corner in front of Capital Electric where I give the guy my shopping list, go eat at Chow King and when I come back he has everything. I know 110V is illegal but I would be surprised if you can't find it.
Capital Electric is on the corner of King Faisal St. and 2nd St just north of the Galleria (pyramid building). If you have no luck there, just walk north on King Faisal St. and you will find many more electric shops. I believe there is a paid parking lot juxtaposed to Capital Electric which is very convenient. Otherwise parking is nonexistent.

Well if you go, I do recommend you try Chow King. It is just around the corner on King Saud St. between 1st and 2nd. It is good and cheap at the same time. If you happen to be a fan of Filipino soap operas, you could be there for hours.
BTW if you are ever interested in buying fluorescent blacklight tubes for any reason, some shops sell 40 watt tubes and others sell 38 watt tubes. One of them works in Aramco standard house fixtures and the other one does not. I believe it depends on the type of ballast in the fixture.
