Well, I'm not sure how 'allowed' they are - I'm pretty sure that I read somewhere in the info on housing that open fires outdoors are not allowed. Nevertheless, as bamaster says, propane grills are common, as are fire pits in people's enclosed back yards. As long as you are very careful to be sure that ashes don't drift out from your grill potentially causing a brushfire, you should be fine.

I believe I recall seeing something in the past about the official community services position being that propane/gas canisters are prohibited inside the camp and residences. If security sees one, they have the authority to prohibit it's entry into the community, but I've not heard of that ever happening. As previously stated, gas grills with propane canisters are very common here and everyone seems to have them.

There is no propane in Saudi. It is LNG. It is easily available. Should not make much difference. Have it delivered. If confiscated, not your problem.

Security found my gas canister one time, in 14 years. They made me pull over because they were saying it was not allowed to enter the camp. I had them get a supervisor on the phone and I explained what it was for - BBQ grill, cooking - and the supervisor approved its entry into the camp.
