I am new on this forum and thanks for the invaluable information you provide on this from.
I am from UK and expecting an offer from Aramco. I have been advised by the recruiter in London office that the paper work of my offer is undergoing various approvals and may take some time because of a waiver that is applied for by the department.
Can someone please advise me what the waiver may be for as it is definitely not education waiver.

It really depends...It could be any number of things that doesn't perfectly fit with the existing rules...Do you have 6 kids? A larger-than-normal family could require an OOP (Out-Of-Policy) exception. Your education (or lack thereof) could require an OOP exception. (There are tons of super-qualified people out there that just don't have a degree.) A candidate like this requires an OOP exception. The type of housing provided could require an OOP exception. The initial salary negotiated with the company could require an OOP exception. A higher grade code than the initial offer made could require an OOP exception.
Lots of various things could require an OOP exception, so without knowing all of your unique qualifications and the exact circumstances, it's difficult to say exactly what the nature is of the OOP exception they are seeking on your behalf. And OOP exceptions are not guaranteed so be prepared for them to come back to you with a counter offer based on the results of the request for OOP exception.

Thanks stmayo11 for your detailed response. I really appreciate.
I am being hired for process engineer 1. I am a UK chartered engineer, with an MSc and BEng degree qualifications with over 15 years experience. I have 3 kids.
Does this help to narrow the possibilities?

...Also, should I view the request of a waiver by the department on my behalf as a positive thing?

We hired a guy who had high blood pressure during his pre-employment physical. We had to get a waiver for that but it wasn’t that hard to get.
