Hi just I have a question
if I am hired at the last quarter of the year, shall I be eligible for increase on July?

Maybe - I'm not sure how consistent different departments are. In my department, supervisors have the option to withhold rating until you have worked for six full months, as long as they enter the PMP before July (i.e. you must have started in the previous year). If they rate you before six months, the rating is automatically an 'M'. Not sure what other departments do.
