My flight date is tentatively set for early April and I plan t exchange here in Houston a few hundreds SAR and bring $3000 USD cash with me. I have ATM card that can be used to draw some SAR when I get there too. Is this sufficient? The exchange rate in the US is only around 3.45. Thanks for any feedback.

USD is pretty useless here. I'm told that you can use it at the commissary and they will give your change in SAR. I know you can exchange USD at NCB bank, but they only accept $50 and $100 denominations.
I mainly use my AmEx card for anything over 20 SAR. Make sure your credit card doesn't charge Foreign Transaction Fees. Use your ATM for pulling out Saudi cash.
The best options is to cash a personal check. In order to cash a check with a bank, you have to have an account with them, so you will want to open a bank account after you get your Iqama. So maybe bring enough SAR to last you a few weeks until you get yours.
If you have USD, try to find someone going back to the US for repat and exchange it with them.

Just bring your $3000USD in 50's or 100's and exchange it at the bank on camp. Rate is 3.74, If I remember correctly.
Check with your U.S. bank on fees and limits for using your ATM card here. Bring checks from your bank. Open a KSA account once you are here. You can split your auto deposit between a bank back home and one in KSA. Many do a small deposit into their KSA account with most of it going back home.
