I appeared for an interview for a position in ARAMCO via video conferencing in the last week of October 2014. Today i received an email from them stating that though i was found to be technically fit for the position but since at present there are no approved roles/posts in the department for which i could be hired, i should wait. Once the posts are approved i will be contacted.
What does this imply? Do I still stand a chance? Are these things a common occurrence for new hires?
Any information will be highly appreciated.

Yes, this happens. Aramco will contact you when a post comes open that they feel you are qualified for. Happens more frequently than you would think.

Position could be on hold due to the current price of oil.

I have cleared all contingencies and been waiting for my DEMAND LETTER since 20th February. I am currently working in Saudia.
Is there a possibility that either the position that I was being hired for has been put on hold OR the department doesn't have the available job slots and have requested other departments to transfer the job slot ( This is what I have been told).
There are 2 other candidates who are in the same boat with me.
