I had an interview in November 2014 and since then I didn't hear a word. Is this normal? Given the drop in oil price, is it possible that Aramco hiring might be affected?

It's normal. Especially this time of the year. Don't worry about it too much. Besides, it is a good opportunity to practice patience. That is skill that is necessary for your personal well-being. Things just operate a little slower here.

Yes, its possible, and even likely that the drop in the price of oil will have an impact on hiring. What that impact is just depends on the specific decisions in the various departments as they adjust their budgets based on directives from senior mgmt. It will affect some departments more than others. It's completely out of anyone's control so we'll have to just wait and see what happens.

I was interviewed in September 2014 and still waiting for a response, I heard they are starting the interview process again at the end of Jan or beginning of Feb 2015, just waiting patiently for a response.

I have also not heard anything and was interviewed in October 2014. It was just as the oil prices really started declining and so I asked how their hiring plans would be affected by a prolonged and further decline in oil prices, however, I was told it would not have any material affect. Who knows.
I been trying to practice patience, as has been preached throughout this forum.
