Now, I am about to receive an offer from Saudi Aramco and wondering if NOC is needed in my case? Thanks for the help

NOC's are required by people living in KSA. If you cannot get an NOC, then you had to leave for 2 years and then could return. How long have you been gone?

Although, I would think because you chose to leave and worked somewhere else, you probably do not need an NOC.
