Just wondering if there are contractors staying on the compound that aren't working for Aramco, and that's why there is a shortage in housing?

No, except in very unusual (and very infrequent) circumstances, contractors are not allowed to live in company compounds - and certainly not if they're not working for Saudi Aramco.
