Can a Canadian GC14 core skills, petroleum eng, make a request for Dhahran Compound at this time? Family with two kids 7 and 9.

You can always request for it but be prepared for the answer in the negative. DHA compound is full. A lot of the core skill people (Geologist, Petroleum Engineers etc) are housed in Abqaiq, Ras Tanura, Dhahran Tower and Rakah.
The priority list for housing is as follows as per the IR Manual, in ranked order
1. Female employees, US Payroll employees, teachers, physicians
2. Grade code 15+ employees
3. Grade code 11-14 core critical skills employees
4. Other grade code 11-14 employees
FYI, even GC15+ from other nationalities are being assigned to Rakah so getting a housing assignment in Dhahran is close to impossible at the moment.

Like the previous poster said, you can ask for housing in Dhahran, but expect to be housed elsewhere until the housing situation here changes significantly. Consider yourself lucky if you are given a choice. Housing in Dhahran is very tight and there is no foreseeable end to this situation in near sight...until after the housing under construction in DHA is completed (in a few years).

No one gets to choose housing location. It is assigned the week of your arrival depending on availability.
Even after all the new housing is built in DHA, there will still be a shortage. Do not expect to be able to choose where you live in the future. Housing told me there would still be about a 1200 house shortage. The housing situation is not going away any time soon.
