I converted to Family Status and HR helped me every step of the way. From getting all the paper work together to applying for the Yellow Paper. After we received the Yellow Paper from HR, we needed to work with the local (Brazilian) Saudi Embassy directly to get the visa in the passport. Not sure why HR is attending to your situation.
