You do not have to wear an abaya, nor do you have to cover your hair.
You can wear conservative clothes whether a long dress down to the ankles and sleeves covering the elbows or loose pants and loose blouse covering the hips and elbows.
No low cut tops.

You should dress conservatively and well covered (long sleeves, long pants or skirt or dress, loose fitting clothes). While an abaya is not strictly required, my wife always wears one when arriving in Dammam airport, and it seems she is treated more courteously than other women on the flight that do not (we don't fly in and out of Dammam all that often, so it could just be coincidence or her impression). If you can find a nice simple abaya (covers from the shoulders down, but not the head) before you come, I would recommend wearing it at the airport for conveniences sake (but it's not required).

I have never worn an abaya at Dammam airport for departure or arrival and I have always been treated with politeness and courtesy.
You will not feel out of place if you do not have an abaya on . For one thing, most of the passengers are male. Of the women, perhaps 50% wear an abaya on arrival.
The decision of whether to wear an abaya or not thoroughout the Kingdom is a personal choice based on your level of comfort.

Most of our friends' wives do not wear abayas at the Dammam airport. I agree it is a personal choice and what you are comfortable with. They have all been treated with courtesy and respect.
