There are many circumstances where a person applies, offer is extended, then along the process the offer is withdrawn sometimes with a reason, many times with no reason given.
Yes, re-apply. Just because one department withdrew their offer, does not mean another department won't hire you. Many have been successful when they re-apply.
Departments are allowed to ask for exceptions to the rules when someone doesn't meet certain requirements (ex: medical issue) some critical departments have more wasta than others to get those exceptions. Never hurts to ask for one. Sometimes the exception is approved, other times its not.
Yes, you can re-apply multiple times.
