This is part of the Aramco Home Ownership (HO) program, whereby Saudi employees are enled to build and own their own houses.
I don't know the office location for the project but the basic outlines of it are:
[The area] contains a total of 5,400 [plots of] land. This land is dedicated to Saudi Aramco employees for the home ownership program. The land will be developed starting from 2014 and distributed to employees in 5 phases. Each phase will cater for 1,100 plots. The last phase will finish around year 2020."

Only for Saudi employees. I don't believe expats can own property in KSA.

The law was changed in 2011 and expats can now own property in KSA (see article below). But they are still not eligible for the Saudi Aramco Home Ownership program, which is for Saudi employees only.
Regulations in Saudi Arabia allow expatriates to own homes or other properties for investment as long as they pay a fee of 10 percent of the property’s value.
According to Saudi Arabia’s foreign investment regulations, an expatriate licensed to practice a business or a profession is enled to own the property for living in or to practice their business or profession. They can also buy homes to accommodate employees.
Expatriates are not allowed to own properties in Makkah and Madinah.

Project is in design, although site development work is on-going. The current office location is East Park in Dhahran, although a site office is mostly designed and ready to go out for bids soon.
The project has 4 "divisions". Site Development, Residential, Commercial, and Community.
It is a big project and very long term, probably 8-10 years.

Fea, do you work for Aramco?
If yes, you would have to submit your request to housing through HR.
