I got a little confused and misguided by 2009 posts that if someone does not join by December 31 of a calender year then he would lose out on payment of his first calender year Repatriation travel allowance. I raised the issue with ASC, and this is the response I got.
"The payout for repat travel is paid out at the anniversary of your hire date for the first year of service. After the first year of service you are eligible to request the funds once per calendar year. For example; if you have a hire date of April 2014 you will be eligible for the first payout in April of 2015. Eligibility for the second payment is after Jan. 1, 2016."
Apparently this is a policy issue. As Vpainter and others have advised on several posts, that always get verification from relocation advisors or recruiters regarding issues of policy. They could vary from country to country and also their could be updates and revisions of policy from time to time.

Root,
The real difference comes in when someone gets hired on Dec. 31, 2013 vs Jan. 1, 2014. Say person A gets hired Dec. 31, 2013, he will be elligible for Repat allowance in 2014. Person B who got hired in Jan. 1, 2014, will not be elligible for Repat allowance till 2015. By the time Person B is elligible for his first Repat allowance, Person A will be elligible for his second repat allowance. So on and so forth. Basically, by getting hired on Jan. 1, 2014 vs. Dec. 31, 2013, you kind of loose out on getting a year worth of repat allowance. Hopefully, this helps you.

Sallu25 Yes, you are right, and several discussions on the forum were correct. You do loose out on a years worth of additional money. I did try through ASC to argue but to no avail. for example you get hired in December, next year December at the anniversary you qualify but then you immediately qualify again on Jan 1. It seems unfair, but that's the way it is. An out of policy exception for these matter probably needs equivalent of act of congress.

o!
I have a question about the Repat Travel Allowance. I understand a person will not be eligible for travel allowance until the anniversary of their hire date, but are employees allowed to take vacation during their 1st year with Aramco? Do they pay for their vacation themselves?
Thanks!

Yes, you can request time off, or travel during the holidays and long weekends or regular weekends on your own expense any time. Time off will be with Dept approval.
