Will a December 2013 new hire be eligible for the SAIP in March of 2014 ?

No.
Employees hired on or after October 1 of each plan year will not be eligible for a SAIP payout the following March, but will be eligible for SAIP payouts in the subsequent years.

What is the SAIP incentive plan? Is it a bonus plan of some sort? If so, for whom does it typically apply - those above a certain GC level?

Yes, it's a merit bonus based on your performance. It is eligible for all Aramco staff.
