Hi , In a recently concluded recruitment campaign in India ( 31.10.2013) I was one of the shortlisted candidate and was interviewed ,
I thought I did well , and HR Interview also was done .
I was told the Offer letter shall be sent in 2 weeks time ,
There is no information then ! does this happen regularly or NO ?

Yes, this happens regularly and is normal.

Does this means they may not give any offer ? or it get delayed & it will come eventually.?

does it mean I should hope to receive an offer OR another round of interview or any other test ?
Am ready for it , but how to communicate to ARAMCO recruiters ?

Of course, no one on the forum can tell you if you will get an offer or when it will come.
The timelines posted on the forum show the time between each stage of the hiring process. Every one is somewhat different and every one is normal. Do a search for "timeline" to get an idea of the time spans.
