For free help getting your pets paperwork in KSA contact (small fee for paperwork versus the hundreds of riyals Dr. Edreess charges when you work directly with him)
Reach Joy through: the best way is through my Facebook: PET IMPORTS SAUDI ARABIA- I keep it updated if I am in the USA or in Saudi!!!! thanks JOY
Joy Neumann: joyneumann@hotmail.com

UK pet shippers:
dr.edreess@moa.gov.sa (he extremely over charges - 2300SR and requires it up front - not recommended by vpainter)
This info is for a cat and dogs may have different requirements but this
is what I have so far: He will need to send Dr. Edreesss the completed
attached form, copy (scan) of passport of owner, and copy (scans) of
rabies vaccinations.
From UK only: the latter would be copies of the pet passport which has
vaccination info. The UK paperwork is complex and has to be done in
different cities within a short time window so I am using Pet
Passengers(info@petpassengers.co.uk) to help with that part if I get a
'go'. Flying in cargo can be dodgy (luggage gets lost/damaged) so a
smaller animal can be taken as carry on but is technically not permitted
to fly from the UK (although Saudi Airlines appears to be occasionally
more flexible per their London Victoria sales office). A UK pet would
usually need to be flown out of a city in continental Europe. [Car toi
Europe via Eurotunnel or ferry/ or footpassenger on ferry] KLM is also
good with allowing pets in cabin and last time I checked also has a
slightly higher weight limit for pets but they would definitely be out of
the continent only.
If the pet is too large to go carry on I would suggest strapping a bright
colored dog toy (Target used to sell neon pink furry monsters) to the cage
to draw attention to the fact that it is a pet.
Hope this helps.
Kind Regards,
Thanks. emailed Dr. Edreess who did it right away. (NOTE from vpainter: Dr. Edreess charges you alot to do the same thing Joy Neumann (contact info above) can do for you for alot less, when she gets it from Dr. Edreess here).

Re: Import Permit for Pets
We used Boomerang as an agent to import our pet from Canada. Everything went smooth along with the stop over in Amsterdam. The funny part was seeing a large dog kennel come up onto the luggage carousel. Yes, she came with the luggage! An agent is useful if you do not have time.

This is Jane at BKS International Pet Shipping in Houston, Texas. I have to let you know that on two separate occasions in the past month that an import permit has been refused for a small dog, the first a Bichon Frise, the second a Toy Poodle. I now understand that it is even more difficult than ever to try to bring a dog under 25 lbs into the Kingdom, even as excess baggage. Our alternate routing via Bahrain is far too dangerous right now because of the local situation and crossing the Causeway is not a safe option for my agent.
Bigger dogs and cats still appear to have no problems at this point.
If you have any questions I can be reached at petsandplanes@aol.com
Thank you
Jane

Hi, this is Jane Edwards again, BKS International Pet Shipping, Inc. petsandplanes@aol.com in Houston, Texas, USA. I have some good news. Although nothing has been lifted officially in the ban on small dogs, I was successfully able to ship a 10lb Shih Tzu for an Aramco employee and she arrived on Monday. This was not without more work than I can imagine on the Saudi side but they applied for the permit in person and after much begging and pleading and I believe crying, a permit was produced. On arrival in Dammam it took approximately 4 hours and and 155 extra riyals to get her through customs. My clients did the clearance and permit application themselves and I shipped her on KLM from Houston via Amsterdam. They did an absolutely brilliant job and I am so proud of them!
It would certainly be easier to travel with a pet excess baggage than as cargo but it can be done. However I wouldn't try it during Ramadan and I wouldn't try it with a Chihuahua, Maltese or Yorkie or dogs that small. Thankfully Miss Daisy was a very loud little dog and made much more noise than you would expect from her 10 lb size! It always helps to take a child, one who will cry on cue if required, both when applying for the permit and waiting for clearance at the airport.
I have a guide which contains some really good information which I will be happy to e-mail to you if you contact me directly (I don't check this post very often) and I beg of you please don't try to take any pet into the Kingdom without a permit (good for 30 days) or without the correct documentation. Its just not worth the heartache.
If anyone has recently imported a dog into the Kingdom I would love to hear from you with your experiences. Also it is a very long time since I lived in the Kingdom and any tips or hints you would be willing to share with people contemplating traveling with a pet into the Kingdom would be welcome and I can add them to my guide.
Thank you, Jane Edwards, BKS International pet Shipping, Houston, Texas petsandplanes@aol.com

We just completed the paperwork for bringing our dog with us in two weeks. I will have to get another set of papers for her within ten days of travel for the airlines, but they won't have to be authenticated. I followed the instructions per the Aramco employee handbook, sending the USDA form to Atlanta (we live in Georgia) by FedEx there and back. But for the State Dept. and Arabian Embassy authentications we FedExed everything to a courier service in Washington DC who had it all taken care of and back to us in five calendar days (over a weekend!) The service was the one recommended by Jane on the website that Aramco recommends for info on pet travel. The guy's name was Dave with Washington Passport and Visa Service.(202-234-7667) They were very professional and it was WELL worth the money to have everything taken care of so smoothly. We had checked some other places and his price was better too.
Just thought I'd let people know how to simplify a complicated part of the move.

In 2012, we had planned to fly our cat to KSA, but for a variety of reasons it didn't work out. You are right, the import permit is mysterious, and the Aramco relocation guide does not explain this process. You need the import permit before arrival at the airport. The best source of info I found was Jane Edwards, who operates BKS International Pet Shipping, in Houston. You'll see posts from her on this forum previously. I believe her email is petsandplanes@aol.com. Jane can advise you on the best way to handle. Based on her advice, I had contacted Jeddah Veterinary Clinic, Khobar branch, Tel+966 3 857 3079 and khobarvet@zajil.net. I never did have luck reaching them by email, but calling them worked. The man there told me that for SR700 we could arrange for the import permit through their office. It would involve faxing or emailing the US health form from our vet in the States, and some back and forth errands to pay the clinic and pick up the permit. The alternative would have been to hire a knowledgeable driver to take us to some hard to find office near the Dammam airport to acquire the import permit. Another complication was finding an airline that would fly our cat at the time of year we were looking at. There were heat embargoes for some months, as well as cold embargoes. Also many contradictions among airline phone reps about whether the cat could fly as excess baggage or if she'd have to fly as "manifested cargo" to enter the Dammam airport. It was too confusing and the cat too elderly and unwell to fly, so ultimately we rehomed her with family instead. I hope that someone who has arrived recently can help the folks here with the import permit question. Unfortunately, what tends to happen is that once people relocate, they tend not to stay as engaged with the forum as they were during the new hire process. Hopefully someone will read your post and help you though.

Thanks Hadia & Herewego,
I did read the posts from Ms. Edwards and contacted her re the process. Unfortunately she was unable to help us out as we are located in Canada and she does not deal with the Canadian process. A soon to be colleague of mine did give me a contact for a similar service based out of Calgary : www.boomerangpetcarrier.com who they used to take over their two dogs recently. I have not contacted them yet and am not sure if they can help us as we are based in Toronto but my colleague indicated it cost them ~$1500 for the paperwork for their two dogs. This did not include the transportation or carrier costs that were handled directly between the airline and petowner. I will try and reach the JeddahVetClinic as well once we've cleared our BI and begin the transition in full swing and post my findings.
Thanks again

wahoo65cavs,
Hi there,
Our pet flew as checked baggage which cost $270 per leg of the trip. There were no issues with obtaining the import permit and we used the services of a pet relocation company out of Calgary. Their contact email is boomerang@shaw.ca
Hope this helps!

I feel your pain my friend. We went the other route going with a pet relocator hoping to avoid the drama, I was sadly mistaken as this is taking a lot of effort and time is not of the luxury here.
One thing I've ascertained thru all the iterations is that Riyadh is definitely an option. it is about a 5 hour drive to Dhahran from what I gather they are more pet friendly than Dammam.
The pet relocator I'm using is
Dana Fanning
Senior International PMC
Animal Land Pet Movers
877.DOGSFLY
678.302.9431 fax
Www.petmovers.com
A phone call is cheap and she is wonderful at navigating the Bovine Manure that we are both getting all over our shoes.
Hope this helps and Good Luck.
