First you should be able to get an NOC in order to receive your offer. Without NOC, you will not receive an offer.
After you receive NOC, they will send you the offer and a number of forms to fill out dealing with medical and BI. The offer would normally be contingent upon clearing various contingencies, like BI and medical... At that point, after all contingencies are cleared if you want to do local transfer then you have to obtain release letters from your current sponsor in response to a demand letter issued to them by Aramco. If not, then you will have to go for new visa which will take a considerable amount of time.
The Iqama transfer, which is supposed to be extremely simple, seem to be taking a very long time. The new visa will take even longer. I think you should discuss the timeline very carefully with your recruiter. They are very helpful and would have more accurate information.
