Can we bring external hard disks / DVDs in our carry-on bags on flight? Or should we bring them in our check-in bags? Do the customs check each and every CD or hard disk? My external hard disk would contain my data and some family pictures/videos. I hope it is fine to get family pictures or videos through CDs in Saudi?

-- Yes
Or should we bring them in our check-in bags? -- If you want. I would hand carry what you dont want broken. Do the customs check each and every CD or hard disk? -- No, they dont do that in my experience.
My external hard disk would contain my data and some family pictures/videos. I hope it is fine to get family pictures or videos through CDs in Saudi -- Yes, it is fine.

I brought mine with me in my hand luggage (don't trust the baggage handlers) and they didn't even ask to see it .. it just went through the scanner in the bag

In 12+ years customs has only checked CD's once. That was our teenage son had a notebook full of them in his backpack. They looked at them and then took us to a custom's office while they checked the ones he had burned himself. All were music and all were returned to him. While in the office a man was having his CD's looked at and they confiscated some of his. I do not know what was on his CD's.

Bring those things at your own risk. A friend of mine who came through the Airport last year brought several CDs and DVDs with him. He was stopped by customs and they checked ALL the items. Items that they deemed offensive was taken and he had to answer a lot of questions about what the movie was about, what the songs are about etc. They didn't even take the CD/DVDS, the customs agent broke them in half in front of him.
