IT nowdays is blood vessels of a company, few redundant IT functions can be outsourced but not all and with the recent security events and whats happening around the world, IT plays bigger role than just providing support. In my opinion 30% increase should be expected...

The SAG doesn't see why locals cannot be used in IT departments and I'm pretty sure the company is slowly replacing expats with locals in IT.

Salary ranges are generally considered to be confidential company information. Most people don't have access to them anyway, they're restricted to only those people who need to have them.

As per my experience so far, outsourcing is a must in every organization to save some costs but at the same time, physical presence in the region is necessary to do the work and gain customers confidence. i.e. software development or call centre work can be outsource but not the security or data centres etc.
I agree that as the Saudi`s will start learning more and more, it would have a negative impact on Expats job security.

nkadih,
even if they offer you same salary; you will save on taxes and housing. Plus there are lots of other benefits. If your pay stub shows that you are self employee(contractor) they will use industry avee...my 2cents.
