Howdy
Are there outdoor running trail loops in this new camp similar to Dhahran. I belonged to a running group when I worked previously for Aramco and lived in Dhahran and it was fantastic.

Rakkah is a straightforward, rectangular compound with a central street straight down the middle and a number of dead straight "side streets" coming off it in a regular grid pattern (ten streets, as far as I can count, using Google maps). I am sure you could run various geometric patterns if you want but I'm not sure there's much scope for "running trail loops" in the same way as there are in Dhahran, given the layout.

There are pedestrian walkways and zebra crossings all over the streets, so although there is no running trail per se you can run around the camp safely without any problem.
