We are big fans of mexican food and wonder about the availability of things like corn tortillas and chili peppers. Can these things be bought at local grocery stores?

You can purchase those in the commissary. just bought corn tortillas a few days ago. Things come and go, so stock up when you find something you want.

Great to know corn tortillas can be found there. How about soft tortillas and taco seasoning? Can they be found there (at times) as well?

Under the old commissary concession holders (Arabian Foods) there were at least four or five different brands of each of these items. LuLu stocks a similar selection in their store in Al Khobar so I would expect them to have the same stuff more or less, in this category, when they take over the Dhahran Commissary in December.
I would actually say that (at least with Arabian Foods) these were some of the items that they rarely ran out of. In fact they would normally stock way too much salsa and taco seasoning, to the extent that I wouldn't normally buy it at the normal sticker price, I would just wait for it to go to the "short-dated" section and buy it up when it dropped in price.

Hey, this just in: New Mexican Restaurant called El Chico (or soemthing like that) on camp near the golf club house. Not too bad at all.

Yes it is El Chico. It is not the El Chico you would visit in the states, but they are improving. We are all enjoying eating there. It is good for KSA Mexican food.
