I don't think you can. You can have her come on a family visit visa.

We were told by ASC that it is not possible, even though elderly parent had been US tax dependent for years. We have been advised unofficially by various contacts here that an exception might be possible, but the exact criteria and contacts have to be identified and met while parent is in Kingdom on a visitor's visa.
