I have just got an offer from Aramco. I have 6 year old who will start 1st grade this year. What's the procedure to enroll them? Which elementary school do you recommend?

If you're living in an Aramco camp and from the US (you don't say where you're from) there's really only one choice - the Aramco school in the camp you're assigned to.
If you're from elsewhere in the world there are various international schools you could choose - or you could stick with the Aramco school as it's less hassle, especially if you're not in Dhahran. If choosing an outside school most people go with the one closest to their home country curriculum.

If you choose to enroll your child at the Aramco school, your relo advisor will take care of the registration for you. You will need to submit your kids' information (including transcripts, immunization records) as part of the initial paperwork that you will submit after accepting the offer.

Does Aramco pay for fee and transportation costs etc. for children going to an elementary school other than Aramco school?

It depends if you have permission to send your child to a non-Aramco school. The company will normally only give permission (and pay fees) for your child to go to a non-Aramco school if you are not a US citizen or if you live in an area where an Aramco school is not available. If you are from the US and living in a company compound which has an Aramco school, you are expected to send your child to the Aramco school in that compound.
The company does not pay transportation costs for children going to non-Aramco schools (or to Aramco schools, for that matter). However, they do provide buses that go to some outside schools, for instance there are company-provided buses that go to the ISG Dhahran campus, which includes the Dhahran British Grammar School and the Dhahran High School (US curriculum).
There are also company-provided buses going to various Saudi schools in most areas.
I'm not sure which other (if any) international schools the company provides buses to, you could contact Transportation after your arrival to find out.
