To my opnion,There is no such thing called "Best time" when aplying for job. If I am you, I'd rather apply sooner than later. Good luck!

I would think that early fall would be a better time. I know somebody that flew through the process, possibly because he wasn't part of a major recruitment effort. It seems that staff is pretty swamped at the moment and I know that isn't conducive to expediting any process! Get started in early fall and shoot for a late December arrival before the big recruitment wave starts up.
Otherwise, Almostcheerful is correct. Any time is the best time!
