Applied position location is different from offered one?

Is it common that if someone applied for engineering position at certain location but offer can be made for different location e.g. I applied for engineering position at RT but got an email from ASC says offer is on its way (Thanks) but the location is at Juaymah.
How these decisions are made? Is this decided on the basis of quality of interview given by person or SA departmental decides about this? How this transition affect the work performance of the individual. If someone has similar experience please share with me as I am bit confused.
