Can one open a US dollar account in NCB bank in Dhahran? Is is easy to change Saudi Riyals to US dollars?

I'm sure you can though I don't see the need for it. The Saudi Riyal is pegged to the USD so there is no difference in having a US dollar account in Saudi versus having a Saudi Riyal account. You can easily change USD to riyal here at a rate of 3.74 (SAR is pegged at 3.75 so almost no cost in changing to Riyal). There's even an ATM that can dispense USD notes from your Saudi Riyal account (at 3.77 if I am not mistaken) so changing SAR to USD is also no issue.
