I was wondering if there is anywhere in the Dhahran area to exchange/refill propane tanks like for a barbecue grill.

Yes there is a place in Khobar. Exact location, can't tell you, but it is between 6th cross and 10th cross 2 or 4 blocks away from the corniche. It's on the corner. If you don't have the right regulator, they sell them for you. Once you've bought a tank, then you just do an exchange.
I don't know if they fill your personal tank.
Hopefully someone can give you an exact location.
