A few weeks ago, a new procedure has been introduced when issuing new Iqamas and Iqama renewal.
This is as per occupation listed on your Iqama and has nothing to do with your citizenship/nationality/passport.
Basically, any expat with the word/le: "Engineer, Anlyst" (there might be more ...) needs to submit and upload their educational degrees and transcripts to another KSA agency. I believe the fees are 250 SAR registration and 250 SAR annually; I will double check the fees and terms ... Once verified by this agency, then your Iqama will be issued, or renewed.
We found out by chance last week from both a colleague at work and a new hire.
The way to find out is within your Absher app or MOI website, look at what has been issued as your occupation on your Iqama.
If the keywords: "Engineer, Anlyst" are there, you need to follow this new process.

I'm still in the process of getting cleared by the Saudi Council of Engineers (SCE), I started the process on December 9th and still waiting (supposedly 5-7 working days). Here is what I've found out:
You will need to upload your diploma, college transcripts, passport*, a passport photo, employment letter and authorization letter. I put an asterisk by passport as it is not just your passport page with the number and picture, you also need the your Saudi visa with the number that's written on your visa when you arrive in kingdom. I highly recommend starting the process before heading to the kingdom, so all you have to do when you arrive is scan and upload the visa page, enter your mobile number and pay the 500 riyals. You do not need to have a Saudi bank account to pay the fee. You will be given a bill number and can go to any ATM and select the page to pay government bills, find the SCE page (you'll have to scroll several screens) and drop your 500 riyals in. Keep the receipt, you'll be reimbursed.
* I learned about the visa upload when I called the Aramco government liaison to see why I hadn't received my SCE membership yet. Supposedly I was approved the end of last week, but I have not received any confirmation.

Quick update, finally got my SCE approved! It's 500 sar to apply, and 250 sar per year. Not all ATM's allow you to pay the SADAD system allow you to pay bills prior to your Iqama. You should have no problem getting a coworker to help you.

You should have no problem getting a coworker to help you. Hi there, Did SCE ask for an Saudi embassy attested degree copy. My relocation advisor says I don't need an attested degree copy since my bachelors is from the USA. I got the visa to Saudi without attestation of my degree.

I'm also from the USA and I did not have to have my degree attested. That was four years ago, I don't know if that has changed. It wouldn't hurt to contact the SCE for clarification
