I would think if it was part of your written offer, and you have a formal offer in writing in which it is specifically referenced (and not just general information collected from the internet or the forum) you could certainly attempt to make a case for it. Save your paperwork and discuss the situation with your relocation advisor. Make him/her aware that you know of the change and still want to take advantage of the benefit that was offered to you.
Example: The retirement formula changed a couple of years ago. Lots of candidates in the pipeline came in after the rules changed. The company used the date they arrived in Kingdom and started their employment. Not the recruitment brochure which had been circulated for years. Whether they know if or not, lots of folks lost out on the better retirement formula just because they didn't get here before the altered formula was implemented.
Policies can and do change, so it's best to get here as soon as possible.

Looks likes the housing allowance has been taking off too, in April first. Collegues who have been hired same time as me and arrived in the kingdom already will be able to get it. Since I am arriving after April first, no fault of my own, won't be able to get it as I understand :-( .
