One of the promises we have made our kids (6 and 4) is that when we arrive we will get them a bike each (here in London we actively discoue for fairly obvious reasons). Where is the best place to get kids bikes and stabilisers etc from locally

There are two excellent choices for bicycles: Wheels in Khobar (Dammam-Khobar highway) or Skate Shack in Bahrain (Budaiyah Highway near al Osra). You may find lesser bikes elsewhere, but these two are generally the best options.

Thanks both. A supplementary question - how does the range/price compare with back home (wherever that may be)? i.e., Does it make sense to buy and ship with our effects or is buying locally a better option?

Price probably close to the same. Selection here is limited if you want a particular brand or model of bike.

Wheels bike ranges in prices but budget something in the SAR800-1400 range. They carry good bikes like TREK and Miraco (those small BMX bikes) Bought one Miraco for my son who had always wanted a BMX and it cost me close to 1400 riyals (or about 220 GBP with current prevalent currency rates)
