Having just gone through the process, you have to patient. You will have to visit sec office couple of times. Aramco will pay the fees or the agency. I think its now requirement for iqama, at least it was for me. When visiting the sec office, try to visit 1st thing in the morning, be prepared to wait couple of hours. It has 2-3 stages. Your agency will manage it. Your certificate needs to say engineering, otherwise problem i think regardless of good degrees or experience, would be complicated. Don't forget to carry transcripts. Its a pain, because without it, no iqama, no bank account. All the best.

Went through the process online, as my visa is for a Project Engineer. Basically any person coming into the kingdom with an Engineer visa has to prove that they are actually qualified as an Engineer before an IQAMA is issued. So this is mandatory. My application prices was as follows:
1st Day - submitted copies of my CV (quoted all my professional registration insution licenses and membership details) Degree Certificate & transcript, Letter from SMP Employer, 200x200 pixel photo via SEC Online portal. 2nd Day - reviewed text message from SCE saying I required to deposit 500SAR via SADAD (gave cash & requested assistance of SMP company with a bank account to pay the 500SAR on my behalf). I think this was the initial application review fee.
3rd Day - received a message requesting me to pay 1200SAR via SADAD. I think this was the membership fee for an Engineers status with SCE
4th Day - received a text message "Dear Engineer, your profile has been updated at JAWAZAT (Passport Office) successfully. You may approach the JAWAZAT directly without visiting SCE".
A couple of weeks later I received my IQAMA.
The Government is tightening up the system following recent SCE find of over 30,000 people within the kingdom with fake engineering degrees. So do you blame them - personally I don't.
I am awaiting for my fees to be reimbursed via my SMP company.....

Hi drnasir32 and Faisal1978,
Can the SEC registration be completed online before traveling to Saudi?
Or, is it only possible to be completed after reaching Saudi?

Some of the SEC registration can be done in advance, but an important part is a letter of employment in Arabic. This can only be acquired once you are in Kingdom. It would be worth any new hire with a visa le of engineer (of any sorts) to initiate the process as soon as possible. I'm not sure the new protocol for this, but it should be part of the new hire process by now.
